Parse a .env file

Parse the text of a .env file into a dictionary.

Each meaningful line is KEY=VALUE. Split on the first = only (values may contain =).
Trim whitespace around keys and values.
If a value is wrapped in matching single or double quotes, remove them.
Ignore blank lines and lines whose first non-space character is #.
Ignore lines without =.
When a key repeats, the last value wins.

Function

Implement parse_env. Input: text: str. Returns: dict[str, str].
