Merge resource tags

Cloud resources get default tags from the platform and extra tags from the team. Merge defaults and overrides (team values win). Then remove every tag whose value is an empty string, because the cloud API rejects them. Tag keys are case-sensitive.

Function

Implement merge_tags. Input: defaults: dict[str, str], overrides: dict[str, str]. Returns: dict[str, str].
